В чем самая большая, самая главная, я бы даже сказал - самая диаметрально противоположная разница между Америкой и Россией?
Вопрос, вне всякого сомнения, интересный и на первый взгляд весьма сложный. Что ж, может быть. Зато ответ на него прост и краток.
В США (как и в любой другой демократической стране) судья может запросто сказать президенту своей страны: "Постойте-ка, мистер! Ваш указ нарушает закон, а значит, не имеет права на исполнение. Вы должны соблюдать закон, а не нарушать его!"
Например, вот так...

But the ruling by Bates, an appointee of President George W. Bush, is far more expansive: If the government does not come up with a better explanation within 90 days, he will rescind the government memo that terminated the program and require Homeland Security to enroll new applicants, as well. Thousands could be eligible to apply..."

А там, как и в любом другом авторитарном режиме, вся ее судебная система в целом и каждый ее судья в частности, бухаются на колени пред Императором Всея Руси и подобострастно лепечут..."Все что вы пожелаете, Ваше Президентское Величество. Будет сделано по первому Вашему Императорскому слову!"
